TOWN OF WESTFORDWATER TREATMENT MANAGER The Town of Westford Water Department (serving 16,000 users) seeks a Water Treatment Manager to be responsible for managing two water treatment facilities, eight wells, five storage tanks, and ~132 miles of water main serving approximately 5,400 connections.

The Westford water system is a Grade 3D and Grade 3T system.

The Town employs iron and manganese oxidation; filtration through Tonka green sand filters; and disinfection with MIOX and ultraviolet light to provide adequate quantity and quality of drinking water to meet public health and fire protection needs.

The Water Treatment Manager must understand and comply with the US Environmental Protection Agency (EPA) Safe Drinking Water Act and Massachusetts Department of Environmental Protection (MassDEP) drinking water regulations (310 CM

22. 00); maintain the integrity of complex treatment facilities; oversee operational activities; troubleshoot equipment and electronics problems; interpret and react to system data; program as required to extract data for required reporting; oversee daily monitoring conducted by the operational staff; and work with the Environmental Compliance Manager to meet state and federal drinking water regulation requirements.

The position requires (1) reacting to stressful situations in a calm but efficient manner to resolve problems quickly to ensure public safety, (2) communicating technical information to operational staff, Superintendent, Board of Water Commissioners, consulting engineers, and vendors, (3) providing mutual aid to other town departments as required, (4) teaching skills to transfer technical information, (5) understanding Supervisory Control and Data Acquisition (SCADA) software and reporting software, (6) interpreting planning diagrams and process controls.

Incumbent must be available to respond to emergencies at all times and will serve as Superintendent in his/her absence.

The Water Treatment Manager must have experience operating a drinking water treatment facility and must be familiar with EPA Safe Drinking Water Act and MassDEP drinking water regulations (310 CMR 22.00). The Water Treatment Manager must be familiar with compliance reporting, treatment plant operations, drinking water treatment equipment and operational procedures.

Must have the ability troubleshoot technical difficulties; understand, interpret, and evaluate complex technical information; and respond with appropriate management changes.

Must have a working knowledge of Process Logic Controller, SCADA, and reporting package programming.

Must understand plant process logic and be capable of using the SCADA program to isolate problems.

Oversees and utilizes laboratory technology.

Must be able to meet deadlines and work well under pressure.

Experience and/or license in waste water treatment strongly preferred.

Bachelor of Science degree in chemistry, biology, engineering, or other related science and experience in water treatment operations required.

Requires a Massachusetts Grade 3 Drinking Water Treatment License.

Valid drivers license required.
